We developed the National Water Resilience Diagnostic and Water Resilience investment prioritisation for two basins in Ethiopia including the Upper Awash where Addis Ababa is located. The Decision Making under Uncertainty analysis helped to prioritise investments including building a water resource system model of the Upper Awash.

The model was used to identify the vulnerabilities of the Upper Awash water resource system as well as portfolios of possible future policy and supply interventions. The system was simulated over 10,000s of scenarios of climate change, hydrological and demand uncertainty.
Multi-criteria analysis using multi-sector performance metrics was used to identify the best performing portfolios. Interventions within the portfolios were sequenced into an adaptive roadmap to help inform decision makers under what conditions, covering climate change impacts on hydrology and increases in demand, new options interventions should be implemented.

We led capacity building workshops to train Ministry of Water and Energy modelers to run and edit the Pywr model in WaterStrategy.org empowering the Government of Ethiopia to implement effective, equitable and data-driven water resource management. This project included in-person and virtual stakeholder and model training workshops.
